RHI Consultation

The UK’s Department for Business, Energy & Industrial Strategy (BEIS) is consulting on further proposed amendments to the non-domestic renewable heat incentive. Responses to the proposals in chapter 2 of the consultation are requested by 3 October 2017. All other responses are requested by 31 October 2017. The document provides some clarification that changes to the eligibility rules for biomass CHP will be made to introduce a power efficiency requirement of 20% for this technology. In addition, the reform package announced in December 2016 will still be put before Parliament and will also include assignment rights to the domestic scheme. 

 

Overall the consultation seeks views on the following areas

 

  • Government’s position on eligible heat uses 
  • Subsidy limits for very large plant.
  • Eligibility rules where multiple installations are accredited at a single site
  • The process for registering bio-methane producers
  • Evidence requirements in relation to environmental permits
  • Replacement plant and estimated metering arrangements
